As the parent company of South West Water, our Open Data Strategy 2025 marks a bold step forward in transforming how we share and use data across the water sector.

Why Open Data Matters

The strategy outlines Pennon’s vision to make high-quality data accessible, reusable, and valuable to customers, researchers, regulators, and developers supporting transparency, innovation, and long-term sustainability.

Key highlights from the strategy include:

  • Alignment with the Stream initiative, the sector-wide open data platform
  • Publishing datasets on storm overflows, drinking water quality and many more
  • Adoption of the FAIROE+P principles to ensure ethical, secure, and permissioned data sharing
  • Commitment to upskilling teams and improving internal data maturity
  • A roadmap to release new datasets and strengthen user feedback mechanisms.

As an active member of the Stream initiative, we’re working with other UK water companies to deliver high-value open datasets.

At Pennon, we view open data not just as a technical requirement, but as a commitment to responsible innovation and public service. We invite researchers, developers, and communities to explore and use our data - and help us shape a better, more resilient future. The strategy aligns with Ofwat’s push for open data to enable better public services and drive environmental innovation.
